Spain is a party to the 1961 Apostille Convention, so one state apostille is enough and no embassy step follows. The sequence has two stops and the order is fixed: the certificate first, the apostille second.

Start at the vital records office of the state where the birth happened. Order a certified copy, the one with the registrar's seal and signature. Hospital keepsakes and photocopies do not qualify. Every state runs its own office with its own form and fee, so use that state's page, not a national one.

Next, send the certified copy to the Secretary of State of the same state. A different state's office cannot help, even a neighbouring one. The federal Office of Authentications in Washington cannot help either: it handles federal agency papers, and a birth certificate is a state record. Each state page states what to send, where to send it and the current fee.

Spain often asks for a Spanish translation on top of the apostille. Have it done after the apostille, so the translator works from the final certified set. Ask the Spanish office that requested the certificate which translators it accepts. Send the original the state office asks for, keep a full copy of everything, and confirm the fee and address on the day you post.

Mind the special cases. A Consular Report of Birth Abroad is a federal paper, so it follows the federal path to the Office of Authentications rather than any state office. An amended or reissued certificate follows the same two stops as any other, but order it early: amendments pass through extra registry checks before the certified copy exists. When the certificate names a parent born abroad or carries a court order, bring those papers too, because the receiving office may ask how each name on the page was established.
